Board concludes Roman engaged in deceptive advertising practices
On January 13, 2021, the Board of Veterinary Medicine again ordered Dr. Roman to appear and demonstrate why they should not revoke her license. In 2019, at the height of the COVID-19 pandemic, Roman sent several emails to her clients, State Veterinarian Dr. Lorraine O’Connor, and US Senator Ed Markey.
In the emails, Dr. Roman encouraged MASH clients to “get an ozone generator for their homes” as a possible cure for the coronavirus. She included a link to her website and instructions for how to purchase an ozone generator. Days earlier, President Trump and Governor Charlie Baker had declared National and States of Emergency in response to the pandemic.
In additional emails to the same audience, Roman wrote that “Medical Ozone is will [sic] kill viruses like corona on contact”. The email also stated “Ozone therapy can be used to treat people who tested positive at [sic] COVID-19”.
At the time of writing these emails, Roman was on Monitored Probation with the Board, per the terms of a written disciplinary agreement she signed in response to the two 2018 complaints detailed above. In that agreement, the board formally reprimanded her, required her to undergo continuing education, and ordered her to pay a fine.
The Board determined that, among other violations, Roman’s alleged conduct constituted a violation of Massachusetts General Law, which permits discipline for “false or misleading advertisements having the purpose or intent of deception and fraud.”
Conclusion
Despite a history of complaints, scathing reports from the state, and admitted violations, Dr. Roman continues to practice. According to her website, MASH is accepting patients. Roman’s veterinary license is scheduled to renew on February 28, 2023. What is unknown is if the state will consider her history as part of the application.
